From what I understand it is at least 2 gallons of water per inch of fish. More water is always better than less. Remember fish need room to move around and swim. The typical fishbowl one might buy from the store is not sufficient for most fish and as an aside, the shape of those types of bowls negatively affects the fish's respiration. Best to get a regular shaped tank (square, rectangle, etc.) and use more than enough water.
