There could be several reasons a chick will not eat. One reason is crop impaction but not likely if the chicks are younger than two weeks old.
Try dipping the chicks beak into the water container/dispenser this will let them know where to drink from. Do the same with the feed, a quick dip of the break into the crumbles will let them know where to eat. You are feeding them crumbles right? Full size seed is often far too big for small chicks to eat and digest properly...thus crop impaction. Try getting a water soluble vitamin tonic from the feed store and follow the instructions, if the chicks are not drinking then you will need to use a dropper to force a few drops of vitamin boosted water into them several times per day. They will die from dehydration much quicker than starvation.
If you are feeding them full size seed, try grinding the seed into a fine crumble and offer that. You can also add a little boiling water to moisten and "cook" the grains making it softer to eat.
