Usually dog mom does that but if you have to make sure you sterlize your scissors first,leave about 1 to 2 inches of the umbilical on the puppy.

By leaving 1-2" on the puppy, this will decrease the risk of any injury, if you cut the cord too far down. Don't worry though, this part will eventually grow into the puppy, to form a bellybutton.
