First of all, do NOT lick your lips! They will just become chapped.
The method I use is:
Mix olive oil and sugar until it forms a gritty paste (You could put this in a tub), then every night before you go to bed, scrub it onto your lips with your fingers. You could also use it on a soft bristled toothbrush and gently rub your lips. After doing this apply vaseline or a moisturising lip balm.
When I wake up I apply the lip balm/vaseline then apply lip gloss/lip stick. I carry a little pot round with me and if my lips are feeling dry in the day I re-apply the vaseline.
