I'm not sure if it's a law but it's not safe for you or the dog. My friends mom was a paramedic and she was at a car accident (Central Coast California) and if the dog had been behind on of those net things you can get for your car it probably would have been fine but it was in the passenger side and it flew out the front windshield and died. So if you want your dog to be safe you should probably get one of the net things........
