Well it's actually because Bella have a private mind. Nothing and nobody can affect her mind (except for Edward at the end of Breaking Dawn.) When Bella turns into a vampire, her power is that she can shield people, including herself, from attacks to the mind.
I guess you could say that. It's actually because when Bella was a human, she had some type of mental shield/layer inside her body. In breaking dawn, her vampire gift is a force-field type thing. When she uses her force-field that is the mental shield she had when she was human. So when she uses that shield, her mental layer becomes exposed. So if it is exposed, Edward and Aro can read her mind, and Jane can cause her pain.
Edward cannot read Bella's mind in the Twilight series because she has a "shield" ability that blocks mental powers from working on her. This makes her an exception to Edward's telepathic abilities, adding to her mysterious allure for him.
He can't read her mind because she is special. There isn't really a solid explanation for this in the book. She's just special.
The author tries to explain that Bella is a "shield" and is naturally immune to all vampiric mental abilities, though she contradicts herself by allowing the character Alice's mental ability to break the barrier, as well as a few other foul-ups in the books.
Truly, Edward can't read Bella's mind because it would require more effort on the part of the author to think about how Bella's character would respond to this invasion and since Bella is a completely colorless one-dimensional character, the author may have actually had to give her any kind of personality, other than doing homework and chores and tripping over herself.
Edward's theory about why he couldn't read Bella's mind was that her mind ran on a different frequency than other people; kind of like everybody was FM (as in radio) frequency and she was am frequency.
