The definition of euthanasia is " the act or practice of killing or permitting the death of hopelessly sick or injured individuals (as persons or domestic animals) in a relatively painless way for reasons of mercy", according to Webster's Dictionary. Going by that, I believe that none of the examples in the novel The Giver are euthanasia. Many of the individuals are nether ill nor dying, and many times they are killed for the community's own selfish reasons. Injecting a twin with a toxin, simply because it is lighter than the other isn't euthanasia, it's murder. Many of the Old the novel are also in fairly good health, and they are ignorant of what will happen. Even the example of Rosemary wasn't euthanasia, because she killed herself, and therefore it was more like a suicide. In a discussion in 2003 by the European Association of palliative care ethnics task force, they stated:
In "The Giver," volunteering involves serving the community through tasks assigned by the Elders, such as caring for the elderly or working in the Nurturing Center. Youth are also expected to volunteer in various roles before they are assigned a permanent job. Volunteering is seen as a way to contribute to the well-being of the community and fulfill one's obligations.

Volunteer hours help decide what Jonas' assignment would be. The Elders would observe Jonas' volunteer hours to see what Jonas is good for.
During his volunteer hours he bathed the old in the house of the old. Later he received memories from the giver and became a receiver.
At the ceremony of 8, when they are 8 years old.
In "The Giver," volunteer hours are assigned by the Committee of Elders as a way to give individuals a sense of purpose and contribution to the community. However, it is ironic because the assignments are not optional and do not allow for individual choice or agency, which contradicts the concept of volunteering.
No, in the book "The Giver" by Lois Lowry, Jonas is assigned his job at the Ceremony of Twelve rather than being given a choice of where to do volunteer work. The elders decide on their assignments based on the individuals' traits and abilities.
