Very simple, you take orange construction paper and glue on with hot glue. If it not convncing, break one off a toy gun ( e.i: cap gun)

No, unless it is being shipped, then it needs an orange tip, but for playing purposes it can be painted. No one wants a large orange tip in the middle of the woods to give away your position

it is not illegal as long as you don't paint over the orange tip. federal law requires that it be there so the cops don't shoot you thinking you have a real gun.
