No. "Smokeless powder steel" or fluid steel, or other terms, mean modern, billet steel.

Damascus, twist, or welded barrels are made of forge-welded twisted wire and rods.

There are potential weak spots in the twists, and over time, burning propellant and corrosive residue eat at the gaps and make them more prominent. Eventually, the barrel will fail.

Damascus barrels are only safe with custom black powder loaded cartridges within their pressure limits, NOT with modern ammunition. There is a strong risk of a chamber explosion.

Is a damascus barrel the same as a rifled barrel?

No, they are different. A rifled barrel is a solid bar of steel which has a hole drilled through it down the center. The hole is spiral cut with lands and grooves (called rifling) such that when the bullet is fired, the bullet contacts the lands and spins as it moves down the barrel. This spinning stabilizes the bullet to improve range and accuracy. A Damascus barrel starts with a stack of many different kinds of steel bars. The stack is hammer welded (pounded to the point where the steel flows together) to make a flat sheet. The sheet is wrapped around a steel bar to form a shotgun barrel and hammer welded to make it complete. When new, Damascus barrels are beautiful with the many colors in the steel. They don't age well, though, and often will have subsurface corrosion which weakens them to the point where they shouldn't be fired, even with the proper black powder ammunition. They should NEVER be fired with smokeless powder ammunition.

The first would have been made from 1865 to 1886, the second from 1886 to 1915, and the third from 1920 to about 1945 (unlikely if it has damascus barrels). Value is $100 - $300 depending on condition, but only as a mantle decoration. Damascus or twist barrels were fine when they were produced, but were not intended for modern smokeless ammunition. Even if they were proofed for smokeless powder circa 1900, today's smokeless is not the same and after a century the barrels have probably deteriorated.

No. Mosern .22 shorts are loaded with smokeless powder. .22 short black powder is loaded with just that - black powder. It was most often bought by Europeans in Damascus in modern day Syria so the name comes from there. Damascus Brass by extension would be super pure strong brass from Damascus. In short there isn't such a thing as "Damascus brass" in the same way as Steel. When smokeless powder came along later, both smokeless powder and black powder existed at the same time for a while. A smaller amount of smokeless powder was equal in power to a larger amount of black powder. To keep things simple shells using smokeless powder were referenced to how many drams of black powder would be needed to produce similar results. This continued into modern times. A shell marked 3 1/4 dr eq is roughly equal to a black powder load of 3 1/4 drams. This allows an idea of how much power a shell has regardless of the actual amount of powder that is inside the shell.
