Sort of. It was actually Diemaco - manufacturing M16s under licence from Colt - who came up with the concept of the rail system atop the receiver. The original Diemaco (now Colt Canada) rail was not compatible with the current MIL-STD-1913 rail.
The optic the Canadians use isn't the Trijicon ACOG - they use the ELCAN E79, a variant of which was adopted by the US Military as the M145 MGO (Machine Gun Optic).
The C7 rifle is based on the M16A1E4, which had many of the features of the M16A2, but retained the full auto capability.

first of all my favourite assault rifle is the m16. its better than the ak47 in some ways but the ak is better than the m16 in others wich makes them balanced for battle.the m16 can take attachments-grenade launcher EOTECH sight Combat scope for long ranges masterkey-shotgun barrel attachment(the ak doesnt have this one)foregrip for more steady shooting laser sight burst/single/auto...etc and the m16 is younger and a bit more modern than the AK but i don't care about theyre balance i think the m16 is better because it has that vietnamite/taliban pwnage smell-hpe i helped

Not really too much to tell. The M16 has a longer barrel, and the projectiles will leave the barrel with greater velocity for it. The M4 has the collapsible buttstock and 14.5 inch barrel, so it would be the easier of the two to utilise in urban terrain and such. The M16's longer gas system is the more reliable of the two, and the muzzle flash and noise of the M16 is reduced. The operating mechanism is the exact same, except that the M4 and M16 won't use the same return spring or buffer.
