Depends on the Caliber and grain of bullet. You can shoot a .22 m4 accurately probably 100-150 yards. Then with the 5.56/.223 round can be shot 600-659 yards accurately.
www.SniperCentral.com says that on a calm day, it can be acceptably accurate out to around 600 yards.

Well- sort of. Single shot top break rifles, such as the H&R Handi Rifle or the Thompson Center can change barrels, and can shoot several different cartridges- but not from one barrel.

In general, no. The .22 LR is a straight sided rimfire cartridge 1 inch long. The .223 is a bottlenecked centerfire cartridge almost 3 inches long. Totally different. The 22 LR CAN be shot in a .223 by the use of a special adapter.
