a nonlicensee may manufacture a semiautomatic rifle for his or her own personal use. As long as the firearm remains in the custody of the person who manufactured it, the firearm need not be marked with a serial number or name and location of the manufacturer. However, if the firearm is transferred to another party at some point in the future, the firearm must be marked in accordance with the provisions set forth in 27 CFR § 478.92 (formerly 178.92).

Will a ar-15 pistol upper receiver fit on a standard ar15 lower receiver?

Yes, it will, but then it would be in an SBR (short-barreled rifle) configuration, and would be a violation of federal law if the lower receiver is unregistered.

The lower receiver will be configured so that the weapon can be fired in full auto or burst.

Can you sell a AR-15 lower receiver without a license?

Yes. If it's an assembled rifle lower, you treat it the same as any other private sale of a rifle. If it's a stripped receiver, it's an assembled pistol receiver (or was sold to you as such), or it's an assembled receiver minus the buttstock assembly, you need to act in accordance with the laws of your state for selling a handgun.

Difference between a ar-15 stripped lower receiver and a regular receiver?

Stripped lower is just 1 piece of aluminum without the trigger, springs, safety, buffer tube, stock, grip, etc. It is the bare bones you need to begin a custom build; to make it range-ready you will need a lower parts kit, trigger pack, buffer tube, buffer and spring, and a stock.

You bought a AR-15 you dont Know if its stolen can you just buy a different lower receiver to get a new serial?

With the AR-15 style rifles, the lower IS the receiver, which, by law, IS the firearm. The upper is "parts". Typically the lower is also the most expensive component. If you are concerned that you may have a stolen firearm, contact local law enforcement. Most will check a firearm to see if it is listed on the NCIC system as a stolen weapon, and if so, to contact the owner. If it IS stolen, it is not yours. If you had a gun stolen, YOU would like to have it returned- right?

Can civilians purchase an M4A1 automatic rifle?

Sort of. If you're in a state which will allow you to obtain a Class III permit to own a full auto firearm, you can buy a full auto pre-1986 AR-15 lower receiver, then purchase the upper receiver and other components.
