The US Postal Service regulations consider a BB or Pellet gun to be a firearm. By their regs, HANDGUNS may only be mailed by a Dealer or Manufacturer (holder of a Federal Firearms License issued by the BATFE). RIFLES may be mailed by a private person without a FFL. They must be unloaded, they must be declared to the postal clerk receiving the package, and the staff may require you to show it is unloaded. Search "Domestic Mail Manual Firearms", and you can see the definitions used by the postal service, and their regulations.
