No. A pardon will not suffice. If you are eligible for it to occur, you must get your record expunged. Even then, not all states will restore felons' gun rights to them. NOTE: If you are a convicted FEDERAL felon, you cannot get your gun rights restored. Currently there is no mechanism in place for this to occur.

You typically have to file an appeal with the governor. If you've already served your time, a pardon won't do you any good - a pardon is only advantageous to someone currently incarcerated, as the only thing which will be gained from a pardon is an early release from prison. The person being pardoned will still remain a felon, and will not have it removed from their record, nor will they have any rights lost due to the felony restored.

Well, to start, there is really no such thing as an ex-felon. You've either never been a felon, or you are a felon. "Out of prison" does not mean "ex-felon." A felon can sometimes, under some circumstances, have his rights restored. In that case, yes, the felon can own a handgun. If his rights have not been restored, no.
