It could be staining from corrosion of metals in the water due to a low pH. pH should be maintained between 7.2 and 7.6 at all times for hundreds of reasons, including to avoid staining, extend the life of interior finish, pool equipment, swim in comfort without burning eyes or itchy skin, and to optimize the effects of your sanitizer.

Hint: Make sure your test strips are within their expiration date, or bring a water sample to a pool supply store for a free test. If you do the latter, bring samples to several stores for second and third opinions if it is convenient. The reason for this is because it is their best interest to sell you as many chemicals as possible. You may have iron in the water especially if you are on well water.
