If there is only one plug, try removing the plug, spraying WD40 in the plug hole, replace the plug and try starting.
Take the lid off of the back of the toilet and there will be a hole with water draing out. Above the hole there will be a plug that is attached to the flusing handle on the outside of the tank. Push the plug down into the hole (don't worry its clean water) and it should seal the hole and no more water will come out.

That hole is called a "weep hole". When the water pump goes bad, water will leak out of it. If you plug it, you won't know when the pump goes bad.
On the 4.6 plug hole 4 passenger side near firewall, the plenum tends to crack at the heater hose connection. This allows coolant to seep down into the plug hole this left unrepaired will cause the car to idle rough and then bog down at lower speeds this will even out around 35 to 45 mph. Unfortunately the only fix is to replace to plenum. Oem ford around 500$ aftermarket 275 - 325 not recommended.
