It is a logical answer because there are Federal Laws that are applied to PUBLIC pools, however, many states, cities, counties, do not have laws that apply to private pools. For example, Alabama complies with the Virginia Graeme Baker Pool and Spa Safety Act for all public pools, however, the Alabama Department of Public Health gives recommendations for what you should do with a private pool. It's a reasonable answer.
Check with your homeowners insurance. The most important thing is child safety. In December of 2007 the Virginia Graeme Baker Pool & Spa Safety Act was signed into law. This law provides grants to states that pass pool barrier guidelines among other safety issues. Since I have never seen a state that will turn down money, more than likely your state does have pool laws. Not that i know of.. Its impossible to bleed whilst swimming anyway but i dont know whether when you get out it just starts bleeding. Its beyond me.

There are removable fences available, there were even banner ads on your question page for fences, so they should be pretty easy to find. I don't know what the law is there, but I would talk to the landlord and see if he would be willing to invest in a fence, since he could probably be liable in case of an accident.
