More than likely the white ring on the pool is calcium and it will need to be bead blasted, check the phne book to find a tile saver company.
Gary - the water line is where you put it. add water to raise, lower to lower. to remove black lines (caused by human sweat and oils) use a surface cleaner and a tile brush available at any pool supply store
I cleaned the calcium water line on my pebbletec pool with a wire brush, removed the calcium and didn't remove or damage the pebbletec surface.
