The pool pump does suck the water from the pool. Then it goes thru the filter and (if you use have the following) thru the heater and chlorinator then back into the pool. So - nothing will keep it from sucking water from the pool - but that's a good thing.
Now - if you set the valve to a different setting - then it might actually send the water to a waste line - maybe that's what you meant. If that's the case -then the pool pump will eventually drain your whole pool if you have it set to get the water from the bottom drain (another valve).

If there's too much water your skimmers won't work properly. There won't be enough suction to get rid of the debris floating on top of the water. Too low water level and the pump will be sucking in air. Keep your water level about 2-3" up, or 1/3-1/2 from the bottom of the skimmer.
The same as the floor vacuum inside the house but instead of it sucking air it sucks water through the filter. Just run the pool hose from the pool vacuum to the vacuum plate over the top of the leaf basket. then turn on the pump and runi t along the floor of the pool.

You need to run your water hose into the container on the pump. Fill it full of water. Tighten the platstic bolts on top and push the pump slightly forward. The water is not catching in the line and you need to make sure water stays in there to keep circulating. Keep repeating the process with the hose until the pump catches and retains water.
