Everything has a minimum temperature including all Swimming Pools.
If you mean minimum usable temperature, that would depend entirely on the person using the pool. Most people think 68 degree water temp is too cold to swim in, but I have gone swimming in outdoor pools with water temp in the mid 30's to patch holes in the pool liner. And NO, I didn't have a drysuit or wetsuit available to use on that job... Just the same swim suit I use when swimming over summer in 80+ degree water.
Skin temperature is about 88 degrees F. A pool heated to 88 degrees is almost instantly comfortable.
Ordinarily the design temperature for the air in the pool room would be 2 degree F higher than that of the pool water. The usual design temperature for the watre in indoor pools is 84 deg F However if the water temperature is higher then the room air would usually be left at around 86 deg F and the dehumidification equipment would be sized accordingly - using these figures. This will result in a higher rate of evaporation, which will automatically be taken care of by the dehumifier - this is assuming that it has been sized and designed properly. Peter Fenton. I think it depends on weather the pool is heated. You want the pool to be a temperature that everyone can take. Also, outdoors will depend on the temp of your pool or any outdoor pool.

With an indoor pool (not a spa) room air temperature should be maintained 2-5 degrees above the water temperature< with 50% or less humidity.

There are really no common temperatures for swimming pools, because it really depends on where you live. If you have a swimming pool in Florida and then one in Montana, each of their temperatures is going to be different. It depends on where you live and how hot or cold it is outside.
Sometimes it is posted or written on a whiteboard beside the pool. Check with your local swim area.
Lakes, rivers, and municipal swimming pools would be some options. Rent a room at a hotel that has a pool; that might be a great idea in winter climates, especially if it is a heated indoor pool.

A highly rated swimming pool has to consist of safety and hygiene. A highly rated pool should have trained life guards and should have a clean changing and pool area.
No there really isn't a need for them, all the pools are heated and can be used during any month comfortably.
