As regards "dumpster diving" in Rhode Island, there are no state laws, only local ordinances. And the laws vary from place to place where they have been enacted. Most places have a web site where the local governmental codes are enumerated. Certainly the laws are not a secret and are accessable. The only question is how much diffculty one must endure to see them. If they aren't online, then a trip to city hall is in order. Sometimes a brief word with a local gendarme will prove enlightening. The issue of trespass can fairly be applied in some if not many cases. Best of luck sorting out things to get what you need.

Dumpster diving itself is not prohibited by law. However, many dumpsters sit on private property so there may be trespassing law issues.
