There is no exact year, but the obvious thing is that it is in the future.
Model year is specified generally by the last two digits in the HIN number. Before 1984, Starcraft also added on an additional two digit extension. The model year for this boat is 1982. The 12 before that tells you the month it was certified. In this case, December. STR tells you its a Starcraft boat. The H tells you the location it was manufactured although I don't know what location H is. 8459 is the actual serial number of the boat. The only thing I don't know is what the A3 extension is for. My guess is that it designates this as an aluminum boat (the A in A3) but have no idea what the 3 would stand for. That's what I was researching when I came across this question.
