The Alps' elevation does affect the flow of water in Europe.
The Rhone river flows from its source in the Swiss Alps to the Mediterranean Sea. This means it flows in a southerly direction.

With other streams or tributaries joining, a stream's flow of water increases until it can be considered a river. For example, the mighty Mississippi starts out as a trickle of water near the Canadian border. Many similar trickles begin to join it and the flow increases.
Streams are merely tributaries of rivers. A river is the wider channel into which smaller creeks, streams and rivers flow. (Streams do not flow out of rivers.) Streams carry water from higher sources, emptying into the river. As more streams empty into a river, it tends to become broader, simply because of the greater volume of water it is carrying.
