75 degrees is pretty warm in my opinion. Perfect weather to go to a waterpark unless if the water at the waterpark is cold. If the water is fine, then no it is not too cold to go to a waterpark, but it would probably be better to go in 80, 85, 90 or higher degrees. Hope that answers your question! :)

I like to keep my tank at 78 degrees, that seems to be the happy medium so if the power goes out(Cold) or on a very warm day in summer the temps will never go below 74 or above 82.
