You can use a vacuum to get dead algae off of the bottom of your pool. Once you finish vacuuming, use the pump and filter to remove the particles.
If there is a film laying on the bottom of the pool it is most likely that the pool has clarifier or floculant put in it. If so let the pool settle for a day or two until all of the clarifier and contaminant has settled to the bottom then turn the filter to waste and gently vacuum the cloudy material on the bottom of the pool to waste do not put floculant through the filtration vac it to waste.
A beige pool bottom will not make the water look blue. This is because the beige will reflect off the water making it look brown.
Scrape some of it of the pool and take it to your pool shop, it sounds like it might be black algae, the shop wit have something to kill it of this is really hard stuff to kill so its good that the pool is empty.

Yes you can. I recently used it to clean my Metal Frame Intex pool. It is 12' x 30" and you couldn't aatach a skimmer and good vaccum to the filter. So I had all the dead algae sitting on the bottom and the pool still looked green. I took the Shop Vac out and cleaned the bottom of the pool with it. Just remember you can do one pass and the housing will fill with water and make sure the drain plug is removed as well as the filter.
No. An older (possibly better) type of Fiberglass pool was constructed in this manner, with a concrete/Gunnite/Marcite trowled bottom and Fiberglass panels at the side of the pool. Panels are caulked together along vertical joints. Actually not a bad deal, but caulked joints must be maintained. Once the concrete starts showing through at the bottom of the pool, its time to drain and resurface. Bottom of pool should be acid washed every 3-5 years to keep it sparkling and remove mold, mildew, stains. If bottom surface is chipping off, its getting close to time to resurface bottom of pool. Bottom is treated just like any concrete/gunite/Marcite pool surface. Sides are simply brushed, caulked in timely manner.
