If you plan on building a deck anywhere higher than the ground floor, you're definitely going to need some instructions. Simply put, it's not safe to go into a deck building plan without 2nd floor deck plans if you're building high up. The math has been done for you, the safety precautions are built right into the design, all you have to do is piece the deck together with the right plans.
Put your left foot or right food on the middle of the deck and the other on the ground push the foot on the ground like you where walking to get rolling, do it a few more times and put that foot on the back end and there, your skateboarding!

Well, personally I would put on a nice set of table and chairs, a barbecue , and a bench. Whereas some may prefer a deckchair and a hot tub.

off the ground, there really isn't one (check with your local building code office, may be different in localities, this is for Virginia), you don't really want to put wood into the ground unless it is treated, even then it will rot eventually (10 years). but you can build a patio/deck directly onto the ground if you want, but if there is no airflow underneath it will speed up the rotting
If you have reasonable runoff there is not much to worry about if the if the ground holds water it may pay to put an agg drain on the downhill side of the deck area. However I wouldn't worry until a problem arose .
