Liberty is and has been featured on many US Coins including the Peace Dollar, Morgan Dollar, Mercury Dime, Barber Dime, Barber Quarter, Barber Half Dollar, Walking Liberty Half Dollar, American Silver Eagle, American Gold Eagle, and many, many more. Most collectors will view the colorization of any US coin as damage and it will negatively impact value of the coin. But it is impossible to say without knowing what the coin is because there is a huge difference between, say, a Mercury dime and a Morgan Dollar.

It sounds like a "colorized" coin that's made by a private company that adds a layer of color to normal quarters and sells them as "collectibles". They're interesting to look at but there's no real market for them among coin collectors, I'm afraid. They're considered to be altered or damaged so a coin collector won't pay extra for them.
It is not clear why you expect to be paid for someone to paint a mural on your RV. If the mural is an advertising, the advertiser likely has a set, flat rate for people who agree to allow their RVs to be painted. If you are commissioning the artist, the artist will determine the cost of the project. Well, you wouldn't want to charge an artist anything to do work for you. You can expect an artist to charge you up to several thousand dollars depending on the size of the mural that you want painted.

Oh, dude, a 1999 silver dollar with Lady Liberty painted on it is worth about the same as a regular 1999 silver dollar. The paint doesn't really add any extra value, unless maybe it was painted by Lady Liberty herself, but I highly doubt that. So, like, you're looking at around $20-30 depending on the condition and market demand.
