Cartridge-based games will save to the cartridge. A memory card is necessary only if you download DSi-ware games from the shop.
I have just been lookin on the Nintendo website and you can play your DSiware games straight from the SD Card + you can copy DSiware game save files to your SD card. You can't however transfer your DS games to an SD card or transfer your DS game save files to your SD.

No, you cannot. Even if you copy games purchased from a different DSi, it will not work. This is because games will only be recognized by the DSi if your system purchased those games (or you had a system transfer). It is recommended to not move files on the SD card around or your DSi may not be able to locate the games and will not work.
