Water is very bad for anything electrical and most remedies are merely attempts to stop or reduce damage. (Like putting cell phone in bag of rice) Water moisture corrodes the interior over time if an item has been allowed to get wet and will short out if turned on wet because water conducts electricity. So it is likely that your Playstation is damaged beyond repair or will be when it begins to corrode from the moisture you were unable to remove.
It should if you can dry it out properly. I'd suggest using a hairdryer to dry it out or putting it in the hot press or near a radiator for a few hours. I wouldn't try using it until its thoroughly dried out anyway.

The cartridge should still work as long as there wasnt a lot spilled on it. If it was a small amount of liquid you should be able to wipe it off and continue to use it. If it was a large amount the liquid most likely damaged the ribbon.
