Well I'm just taking a stab in the dark but I'm guessing that R* didn't want to have ragdoll physics but they wanted to wait till something more like the "euphoria" engine come out. just saying but if they wanted to do something they would want to do it well. Or..... there wasn't the capacity on the discs to fit it in.

Sorry if i got my facts wrong. as i said i was taking a stab in the dark.
