Each mod is created/written by individuals, whom may not be in anyway related to Oblivions original creation team. This means some mods will conflict with each other making both inactive or hurting gameplay. Some mods have been known to hold viruses and other malicious items. Based on my experience, no they dont.
elder scrolls 4 construction set latest update for construction set latest update for oblivion use construction set to make mods WARNING!!!!!!!!!! the construction set will not work if oblivion hasn't been updated, but there is usually an error in the update process, you will be able to make mods, but a certain error may occur (in my case the texture for the ground went purple (still 3d tho))
All mods that dont add items/blocks to the game, or spawn items (cheat in anyway) will work
You cant, on the XBOX 360 or PS3 versions. There may be a mod for it though, but remember mods only work on the PC version.

Some mods such as banners will work but others like full skin mods wont work because the folder you are meant to put them in are missing. Steam does something strange with the files to use them for all DOW 1 games, I think.
Some good mods are Toomanyitems, xray, or the moon mod if you have 1.8. They do not have much GB either. They work better in MyCraft.

Minecraft 1.4.6 mods will work with 1.4.7 sense they are both a 1.4.
