So the animatronics can move around, and when they see the night guard, they will mistake him for an endoskeleton. They will then force him into an animatronic suit - which is fatal due to the crossbars and other support structures inside the head.
Some people believe it is but it is a matter of opinion and depends on what you find scary and what other Horror games you have played.
