It is fairly normal for people to pay for a product or service. Because of the amount of time spend developing, creating and maintaining a game, the developers usually ask for money rather than releasing it for free. minecraft falls in this category.
Minecraft may not be downloading for many reasons:
- (unlikely) Your computer is full and cannot hold any more files
- (more likely) Your firewall is preventing a download from Minecraft.net
Hopefully you can look into either of the things above, if your computer is full; try deleting something, else you may just have to change some of the firewall settings/anti-virus settings on your computer to add an exeption for minecraft.net
