Well the answer is simple. You can purchase weapons and spells at their respective shops. There are some places, such as winterhold that have mages who will sell you spells based on school of magic, and there are places that will have a random assortment, such as belethor's general goods. Swords are sold by blacksmiths, but it is in your best interest to make your own
