okay i feel you should always choose a Pokemon who is steel type to defeat Clair.all u need 2 do is just take an eevee, evolve it into UMBREON not espeon.teach it iron tail .
and defeat the 3 dragonairs.now comes kingdra ,but remember it may be in lv.40 but nothin to worry just use normal type moves like take down or quick attack
note: train umbreon as much as can. its defense and sp.defense is the best and the attack and sp.atk is also decent.i would suggest to train umbreon till lv.50 at least
