I think you are confusing two cities. Whiterun and Winterhold.
'Dragonsreach' is a keep accessable on the north side of Whiterun.
The Winterhold mages college is also north of Winterhold, accessable via the long bridge on the left as you enter the town. You must pass a magic test with Faralda first though.

The lower spec Aurora can run Skyrim on max settings with no problem. An X51 will be sorted for years to come.
as long as you have 2gb of ram, which is how much Bethesda have restricted Skyrim to use on any computer ( without the use of a mod), you should be able to run Skyrim, mediocrely
There is a computer test where you enter your computer specs into the test and it will tell you how good or if it will at all run Skyrim.
