Pinsir wasn't available in the original Red; you'd have to trade with a Blue
I don't think so, but you can get him from the Game Corner for some coins (600 I think, I'm not sure). Pinsir can only be caught or obtained in Pokemon Blue and must be traded in order for you to have it in Pokemon Red.
Pinsir does not evolve into any other Pokémon at any level in any version of Pokémon up to Generation V. Beginning with Generation VI, Pinsir is able to evolve into Mega Pinsir during a battle by using Mega Stone.
