I suggest south-west of Varrock. That's near the bank, and the Grand Exchange. It really depends, though, on the amount of competition (other players). If there is too much competition, try some of the other mining places, or switch to another world.
It helps to teleport back to Varrock, that saves you some time. (Sure, the law rune costs you money, but you can mine more clay in the time you save.) You do need a certain level in magic to do that, though.

Many places: south-west of Varrock, south-east of Varrock, the Al Kharid mine, the Rimmington mine, are but some of the places where you can mine it. Look at the RuneScape manual (under "Skills - Mining") for the full list of places. Also, take a look at the minimap, and look for the mining icon (it looks like a pickaxe). However, note that many mining places have iron, but not all of them do.

To get soft clay within Runescape you must first mine a clay rock, located in many mines throughout Runescape, once you have some clay you must get a bucket and fill it with water and use it on the clay.
Mine some clay, pour water(bucket) on it, and then use a chisel on the soft clay.
mix clay with water
you take a piece of clay and use it on a bucket of water, voila, soft clay.
if you go to the mining spot on the side of ice mountain you can find clay there. from one blood185 on runescape you can also mine clay in the dwarven mines
You can buy soft clay on ge, and you can buy a key mold.
