If i remember correctly you have to finish the multiplayer levels, all in gold and then he appears, its really hard you can do it yourself (by holding the wii contol and the nunchunk in one hand) but it is a lot easier to do it with somebody!
I still havnt done it but im nearly there, and i know this is true because my friend has done it. So good luck :)
