you can catch RAYQUAZA on top of the sky tower thing (it's level 70) you can go to a person in the Weather thing and he'll say something like "there is heavy rain fall on route 129" so you go to route 129 and you use dive where there is deep water, follow the cave go back tho the top of the water and go into the ccave, in there you will find KYOGRE. you can go to a person in the Weather thing and he'll say something like "there is a drought on route 105 so you go there and you may see a cave that wasn't there before go into it and follow it and you will find GROUDON (I hope this helps you) :p From: The Pokemon Game'r
