There is one on the ground in Meteor Falls. The only other way is to have them traded to you from other games, wild lunatones(sapphire version) have it, so you can either capture them or just fight them with a Pokemon who knows "thief" or "covet" to steal it from them.
You don't, you can't find any of that sort of stuff, sorry! You can find it on Harvest Moon Magical Melody Wii though that game is terrific!
In the abandoned ship, use dive in the random pool, go through the passage and dive back up...then it's in room 3 I believe.
