After you go to the temples, you have to find the people with the same instruments as the sages. The easiest but longest way to find them is to go to each island and seacrh it but that will take a long time. Once you find the correct island, you will hear that instrument being played. For example, when you find the new Earth Sage, you'll hear a harp playing somewhere that isn't usually in the background music. If you just want to know where to find them, I'll put their locations.
Earth Sage: Dragonroost Island. Go to the top "story" of the building and exit it. You should see a ladder to your right on the other side of a small gap. Climb the ladder and talk to Medli who's playing the harp.
Wind Sage: Go to Forest Haven and walk over to the first waterfalls on your left. You'll hear music coming from the right one. Use your Deku Leaf to fly into the waterfall and you'll see Makir.

Wind Waker
A person can find a detailed walkthrough for The Legend of Zelda: Wind Waker at several different places. Some of these places include GameStop, Zelda Universe, and Game Spy.
You find Tingle in a cell in a building behind the guy dancing at the gravestone. The door is separated from most of the other townspeople.

There are two sages that you will need to find. After you initiate the cutscene and learn the Earth God's Lyric, you will need to return to Dragon Roost Island and play the song to Medli, who will be standing on the cliff near the top of Dragon Roost. After learning Wind God's Aria, you need to find Makar, who is located inside the waterfall in Forest Haven
