You can't download GTA San Andreas for free without breaking a law. On steam the only instance where you can download for free If you had previously purchased GTA SA on steam then you can redownload it for free without having to purchase it again, because when you purchase it on steam it saves a product key in your steam account. Steam automatically activates GTA SA when it's redownloaded. If steam sees it uses a separate program to activate the game, it'll install that program when you attempt to launch the game for the first time and it'll give you the product key to enter when the program asks for it.

As far as downloading it for free without a prior purchase, I can't help you with that because that's considered pirating and that's considered breaking the law. If you're convicted, you can face 5 years in jail and/or a fine of up to $250,000.
