Kadabra needs to be at least level 20 to evolve. But there are steps that need to be done to get it to. First you need a partner or a second hand held console with another Pokemon game. (PkSS/PkHG) Then go to the union Trading center and trade with the other person, but make sure your Kadabra is not holding a Everstone. When the trade is complete the person you traded to will receive the Kadabra and it will evolve. Then just trade back and the evolved Kadabra is yours.

But if you have a Action Reply for your system then I guess you can just cheat, but hey that's cheating.
