According to my experiences recently ( trying to get a new car from the exchange) I've discovered that premium content is available ONLY to those who bought the Collector's Edition rather than the bog standard retail version. Apparantely there is a code in the box that allows you to register for premium content. So at the moment I've got a recolour for a sports car I'm not allowed to have having only bought the normal version. How mad is that? Apparently EA have decided to milk peiople straight fom the word go. Ah well...here's keeping my fingers crossed for some talented modders to work their magic on the fan sites....
'Premium Content' is colours and designs for any item made my someone and uploaded it to the exchange. It will fail if you don't have the original item downloaded to your game. What ever you wish to download to your game, go to exchange and find the item that you want, click download and a warning will come up saying it will fail if you don't have the 'Premium Content' installed. Above the 'Download' icon, there is a link in blue you must click on and download that first before you can download the 'Premium Content' Hope that helped :)

I highly doubt this is possible. You can make a 'look-a-like' of something but you cant bring something from the sims 2 into the sims 3.

No. The Sims 3 is only avaliable on Windows or OS X. However, there is a free game called The Sims Freeplay which is exclusively for iOS and Android. Of course, it will not have that much content as The Sims 3.
