The only way you can get a Lucky Egg in Pokemon FireRed or LeafGreen is to go to the Safari Zone and catch a Chansey. It's very rare to get one because it's only a 5% chance a Chansey will be holding one. Chanseys are very hard to find, catch, and they always run away. Also if you have Pokemon XD you can get a Lucky Egg by doing a quest and then trading it to Pokemon Ruby, Sapphire, Emerald, FireRed, and LeafGreen versions.
Budew cannot be found as an Egg nor in the wild in Pokemon Sapphire. This Pokemon only existed in Generation IV and up.
