The chimney is one of four parts to getting the map piece at Parrot Port. The parrot makes you run around a bit. The first thing to do is go into the pub and get the cracker (upper left side). The parrot should be on some barrels at the trading post where you buy cargo. If not, you can probably reset him by leaving and returning.
When you see him the first time, he says to jump in the sea. Do that and return, and he is on an upper window at the trading area. He says "clog the vent" so climb the pub and stand on the chimney. The parrot is now on the palm tree at far right, and says to "see a pirate I know" so you travel far left to the high tower, and climb to the top. There you meet the parrot's owner. Once you talk to him, use the cracker and the parrot comes to you. The pirate gives you the map piece.

Why does calipso allow Odysseus to leave her island?
Calypso allows Odysseus to leave her island after Athene asks Zeus to tell Calyspo that if she doesnt allow Odysseus to leave her island that if she doesnt that Zeus will strike her with a thunderbolt and kill her as he is not a prisoner to her island and need to get home to be with Penelope (his wife). Zeus sends Hermes the messenger God to tell Calypso. Although Calypso is furious and doesnt want Odysseus to leave, she lets him because obviously she doesnt want to die so she helps him build a raft and gives him gifts for his journey home.
