If you got caught driving without a licensed driver and you only have a permit you would get a ticket and lose your permit. Additionally the car could get impounded and towed away.

If you are 'fully' licensed nothing - unless you get a ticket for violating a law. However - if you were driving on a permit and unaccompanied, you will lose your permit AND be issued a ticket and a fine whether you were at fault or not.

If a person with only a learners permit gets a reckless driving ticket, they will have to pay the ticket. Depending on the state they may be required to attend classes, and their insurance rates will go up.
