A 'cult' by the most basic definition of the word is the body of defining traits that define a culture. This includes the dogma, doctrines, rules, regulations; forms of speech, dress, conduct, means of livelihood, environment, and many other factors. A vampire cult then would be some culture that includes vampire defining traits and customs etc.
More often the word 'cult' refers to the people and their customs together. So in this case it would mean a group of vampires doing 'vampire-like' things.
Now a vampire and even a group of vampire needn't necessarily define a cult - if they do not have a culture or customs to complete the definition. However a group of people who are not vampires could constitute a vampire cult if they did 'vampire-like' things.
As vampires are mythical creature will little to no evidence proving their physical existence, I doubt there are any real vampire cults in the world. I would imagine however that there are sects or groups of people who adopt the vampire lifestyle, and they could be regarded as vampire cults in certain contexts.
