Level 15 quest? I am guessing that is a quest to get a card from your school, you need to be more specific, but if it is a school quest to get a new card, you would get it from your teacher, there should be a message on the right side of your screen from you teacher telling you it is time for you to come from him and complete an assignment of some sort, once you finish the quest line he gives you, you will be rewarded with a new card for your spell deck, Good Luck on your Journeys!

Simple! You must be a level 58 balance wizard who completed the level 58 spell quest. It is one of your rewards. OR You hatch it in the hatchery. I can't currently tell you the combinations, because I don't remember them. As I have not created this pet in the hatchery.
